Public Libraries Victoria launches the Young Adult Playbook to strengthen engagement with young people aged 12–25.

Public Libraries Victoria is delighted to launch the PLV Young Adult Playbook. This guide is a practical, confidence-building resource created to support library staff across Victoria to better understand, welcome and engage young people aged 12–25.

Developed in collaboration with YLab, and shaped by insights from young people and library staff across Victoria, the Playbook responds to what many staff have been saying for years: engaging young adults can feel challenging, even when the commitment is strong. The Playbook is designed to help bridge that gap with practical tools, clear guidance and real voices from young people.

Why this matters

Libraries have long been places for learning, curiosity and connection. For many young people they are among the few public spaces they can access freely, without needing to spend money to belong.
At the same time, young people’s lives are increasingly complex, shaped by pressures including study, work, cost of living, mental health, transport, identity, and whether they feel welcome in public spaces.

The Playbook reframes youth engagement as core library business, not a niche add-on. It emphasises that small, consistent actions like a warm greeting, explaining systems kindly, and building trust over time can make a bigger difference than ‘perfect” programs.

What’s inside the Playbook

Designed to be flexible and easy to use, you don’t need to read it cover-to-cover. Staff can dip in when planning programs, reviewing spaces, or building confidence for everyday interactions.

Key inclusions:

Youth voices: direct quotes and reflections on what makes libraries feel welcoming (or not).

Staff reflections: ‘small actions that make a big difference” and what builds confidence over time.

Program principles and barriers: practical ideas to address common constraints and keep trying even when attendance is low.

Partnership guidance: how to connect with schools, youth services, councils and local organisations and how to sustain those relationships.

Ready-to-use templates: a Rapid Event Builder and Event Planner to move from idea to delivery quickly.

Event prototypes and case studies: adaptable program models (including Zine Lab, Future Ready, and Open Doors) plus case study examples from Victorian libraries.

Conversation Guide + Engagement Framework: low-pressure openers and a simple, practical approach to acknowledging, connecting and recommending without overwhelming young people.

Youth Services Navigator: a quick reference guide for warm referrals when a young person needs support beyond the library.

A resource built on respect, not stereotypes

Young people told us they want adults to talk with them, not at them, and they notice when they are stereotyped or assumed to be ‘difficult” or disengaged. The Playbook offers practical ways to build trust, create inclusive environments, and design programs that feel social, creative, useful and low-pressure.
